Proposal for Automated System to Manage Information in Primary Health Care in Florida, Camaguey, Cuba

Abstract

In Cuba, although the National Health System has incorporated digital solutions in the in-hospital environment, Primary Health Care still lacks an automated and integrated system for the management of clinical and administrative information.
Objective: To propose a solution that allows the integrated and automated management of clinical and administrative information in Primary Health Care in the municipality of Florida, Camaguey province.
Method: A descriptive and cross-sectional study was carried out in the Municipal Health Directorate of Florida Municipality. ​Interviews, surveys and literature review were applied. ​The SWOT matrix was used to analyze information management and digitization possibilities.​ ​Likewise, the technological conditions and training of the medical personnel were evaluated.
Results: It was found that doctors have 4G corporate lines with access to mobile data and that the 62 clinics in the municipality have a staff that is trained in the use of cloud-based software used on mobile devices. The analysis showed favourable conditions for the implementation of an automated and interoperable system, the design of which is proposed.
Conclusions: The proposed system would contribute to improving process efficiency, service quality, and decision-making.
